A public meeting will be held by the City of St. John's on June 16, 2010 to provide an opportunity for public review and comment on the application submitted by East Port Properties Ltd. to construct an office and parking building at the property located at Civic Number 351 Water Street (the former "Woolworths Store site").
The building is proposed to have a gross floor area of approximately 15,000 square metres and is proposed to be eleven (11) storeys (39.6 metres in height) as measured from Water Street. Levels P-1 through P-6 of the building will be parking areas, retail space and a restaurant on level P-2. Levels 01-06 of the building will be Class A office space. There are proposed to be approximately 465 indoor parking spaces in six (6) levels of the building. The vehicular entrance and exit points to the building will be from Harbour Drive.
The applicants have prepared a Land use Assessment Report and a Traffic Impact Assessment Report for this development project under terms of reference which were prepared by the City of St. John's. These reports provide detailed information on the project. A view plane analysis report prepared by City staff has also been prepared. In order the accommodate this proposed office/parking building, amendments to the St. John's Municipal Plan and the St. John's Development Regulations will be required. The St. John's Municipal Council is considering making amendments to the Municipal Plan and the Development Regulations to remove all the properties in the block of land located on the south side of Water Street between Steer's Cove and Bishop's Cove from the Heritage Area (Heritage Areas 2 and 3) and Council is considering designating these same properties as "bonus sites" for greater building height and bulk.

In accordance with the City's policy on public notification, properties within a minimum radius of 150 metres of the application site at Civic Number 351 Water Street are notified in writing by the City of this application. Notices are mailed to property owners, business owners and occupants of buildings located within the 150 metre radius area. Property ownership information is based on data contained in the City's assessment roll.
